What should be the annealing temperature in PCR working with a low template DNA conc.(50ng/microlt.). Should it be decreased compared to the usual temperature?

Genomic DNA of conc 50 and 70ng/microlit (dissolved in TE pH 8.0) did not amplify in PCR, but DNA of 100ng/microlit dissolved in H2O got amplified.

Is EDTA interfering? If I dissolve this DNA in water for PCR, will it be amplified, since DNA conc. will dilute?
