I agree with you Professor. This is the practice in my country. However, there are projects focused on solving of some other topics, e.g. development of new chemical process/technology. In such cases it is convenient participation on of such ptrojects in order to contribute to the results of the project also with regard to environment protection. So, it depends on circumstances...

Yes, I agree with your views. The present trend in such case is to relate the environmental impact issues to any kind of development activity/project. Then the whole idea gets diluted. The environment protection project alone by itself shall generate a baseline data on which the protection measures can be identified for specific purpose and will go a long way in the long term.
