Great initiative! From examples I've seen that are successful, it's important to have clear, well structured set of expectations for all members. Otherwise, everyone joins the club hoping to "learn", but not necessarily to "give back" to the community.

I am part of 4 well run "journal clubs". Two of these are "interest" groups with multiple labs contributing. Size isn't important, it's the interest of the group to the subjects being discussed. If the group gets too large, then attendance will drop for any one session as some will fell it isn't relevant. All of these are mainly based on graduate students presenting either their work or the review of a paper, sometimes a combination with the paper being presented by a different student. These are interspersed infrequently with guest speakers or a combined session with another laboratory with some common interests and/or potential with collaboration. The largest usually meets monthly at noon (and the PI's contribute to the cost of Pizza so students and staff have a free lunch). The other largest meets monthly in the evening at one person's home (before COVID-19) - often BYO although sometimes a meal is included. This maintains interest of the larger group without taking much time away from more specific interests. The smaller groups usually meet weekly on Monday mornings. These help set up the week as well as providing a chance to have one student present a paper that is of interest to the group - most often related to their specific research program. With COVID-19 all these meetings are now "online", not face-to-face, so being able to share the screen is important.
