Public-Private Partnerships (P3s) may have originated in the United Kingdom and developed in a number of other countries such as Australia, but no country has come close to Canada in perfecting the model, and it is something from which the rest of the world can learn.
In India - such initiations have started.
India has started to follow the model of Public-Private Partnerships (3Ps) in many fields including teaching and research.
Research, specifically, in India is a success story of Public Sector, if it is, till now.
However, we have to wait to see the implementation of 3Ps and its success in India.
I wish it will be successful!
Dear @Abhijit, I do think that Private - Public Partnerships are real drivers for better research outcome due to financial problems of research funds! It is a need for public Research Institutes to enter such partnerships, or most of them will not survive!
I would like to elaborate on Mario's post which while I disagree with his view of not improving research he brings in several important points on why they do fail. First, the incentives for the public and the private sector are very different in scope. Common ground can be found when the funding comes from the public sector but can benefit both private and public sectors. The public sector should be involved in projects where the costs of development fall into a risky proposal for the private sector. Such high risk high rewards proposals should be carried by both sectors but only in instances where the public sector benefits by spillovers and public good. On the other hand the private sector should benefit from such proposals to be able to carry it out.
I think that a common ground can be reached if both have something to win and the expectations are clear form the beginning. Thinking that the private sector will do so without profit is an unrealistic assumption.
The concept of Public-Private Partnership sounds excellent,ideally.But it,s success depends a lot on the existing relationship between both sectors as well as the overall political culture of the country.Developing countries(like many in South Asia),due to unstable economy, political system and many other reasons face the issue that Public sector has failed to earn Credibility.Initiatives must be taken by the govts and for this purpose comprehensive policy by the Govt should be designed.
Yes I strongly believe that Public-Private Partnership is ideal in research growth and improvement
Private Partnerships are good but they fund whichever sides their ideology.
Yes certainly, if proper planning is transformed into work. PPP model has various advantages. In sectors like health and education, India has started many projects through PPP model and many of which are successful enough in recent days!!!
Some of business incubators in Serbia are based on public-private partnerships!
