Do Universities fund their own PhD students to attend Conferences?
If yes how many conferences in a year? And if no then why not?

I'd say each institution varies according to its specific policies. I've attended conferences where doctoral students were sponsored by their respective universities. In some cases, conference participation by doctoral students may be a graduation requirement.

In each country and in almost every university, these issues can be significantly diversified, eg in terms of costs and amounts related to participation in the Conference, the number of Conferences, etc. that can be refinanced by the University.

In my school, as with most public universities in Croatia there are no such funds, unless students are employed as assistants.
