A very interesting paper regarding the effects of urea and N,N-dimethyl urea in water (as well as in some organic solvents) is the following: Liebigs Ann. Chem. 1993, 981 -985. (Investigations on the Polarity of Aqueous Solutions of Urea and Various Sugars by Means of the Solvatochromic Technique; written in German) This paper can give you a more "spherical idea" about how polarity of the urea solutions (not only dielectric constant but also Lewis acidity) vary when changing urea content.
