Does surfactant reduce liquid-liquid interfacial tension more than gas-liquid surface tension?

The reason for this behavior was attributed to the presence of cohesive and non-cohesive isotherms in water/gas vs water/oil adsorption of surfactants. The cohesive pressure was one of the reason for the lower decrease in water/gas surface tension compared to water/oil surface tension.

Does this cohesive pressure phenomena occur in oil/gas interfaces, and is there a study which observes this behavior?
