Genocide is the systemic killing of a race or group of people.
This is just a lack of restraint on Israel's part; that lack of restraint has led to the death of civilians. Same as the U.S.A. and bombing weddings and hospitals in Afghanistan and Iraq
Though take this with a grain of salt, I'm not nearly educated enough to provide a real answer, this is just my theory.
If you are using the legal definition of genocide then the actions of the IDF under orders from its government would be genocide.
Ministers of State in Israel repeatedly make statements describing the destruction of Gaza. These are not contradicted by Netanyahu and are clearly evident in the military tactics employed in Gaza, that are obviously designed to destroy it as a viable political entity.
The Rome Statute at Article 6 defines genocide as follows:
For the purpose of this Statute, ‘genocide’ means any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such:
(a) Killing members of the group;
(b) Causing serious bodily or mental harm to members of the group;
(c) Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part;
(d) Imposing measures intended to prevent births within the group;
(e) Forcibly transferring children of the group to another group.
Note that the statute states "any of the following acts". It is not necessary to be guilty of the full set and it is difficult to see how Israel could avoid category (c) in the list.
