I do now write a thesis about the status of Jerusalem in the conflict between Israel and Palestine and my interest fell on the question of Jerusalem's special regime. however, I failed to find any work dedicated to this plan. I know that I was never created, but its interesting to look how modern researchers analyze at least theoretically its chances fo success

There must be something from Carter's Administration. Of the US Presidential administrations they were the ones who took such a possibility most seriously. I would advise you to write to the US State Department education or research section.
