Can one suppose that cosmogenesis must occur in an optimally energy efficient way? As if there is a cosmological principle of least action? Analogous to isoperimetric problems, does the universe stipulate that natural processes must maximize energy efficiency? What is the argument for that? Is it an assumed principle? If assumed, how is it justified?

Your question sounded interesting to me ,
The first question I have is : In what period in the history of the universe this epoch took place ? which of the other epoch of the early universe's evolution followed the Cosmogenesis, or which one preceded it ?
The only idea (and for me in it may have the best explanation I can think of) I have is Entropy, Entropy have always increased along all the physical processes since the Big Bang, and Entropy is in somehow the counterpart of Energy (at least, of useful energy to do useful work).
So the Entropy gives you an overview of the inefficiencies of a process (so called irreversibilities)
So for me, if the Second Law of Thermodynamics approaches asymptotically to be a Universal Law of the Universe this could be a good alternative to help to address your question....

Inherently the maximun (or the actual value) inefficiency of processes.
Do you think it can be somewhat accurate to try to include the concept of the Second Law and the evolution of the Entropy of the Universe within your idea ?

That seems to me an interesting point of view, because if entropy is modeled using a logarithmic formula (similar to Boltzmann's H theory, inverted) then with the base of the logarithm as the mean path length of the system, the formula for entropy scales the system isotropically and homogeneously, which arguably is maximally efficient (by Jensen's inequality, at least mathematically). As you say, if the Second Law were to be universal, and if that universality were both in time and space, then attributes of entropy might be used to infer attributes of how efficient cosmogenesis is.
Another possible aspect of efficiency would involve energy being in both a 4 dim reference frame (3 spatial dimensions and 1 dim of light motion) and a 3 dim reference frame.
Both the entropy point of view and the dual reference frame point of view seem to raise the question posed. There almost certainly must be other ways of looking at this.

Logical error of the second law of thermodynamics:
1. There are many kinds of type 2 perpetual motion machines. Behind each type is a natural phenomenon.
Machine A: against the irreversibility of thermodynamics (diffusion, heat conduction, friction, etc) - dynamics;
Machine B: Utilizing the Difference of Carnot Efficiency (Reversible Thermodynamics) - Thermodynamics
2. A and B belong to different disciplines. There is a parallel relationship between them, and there is no logical mutual inevitability.
Heat 2 Logic: Experience induction, deny that A machine== B machine can not be manufactured== All material Kano efficiency: 1-T1/T2.
3. Heat 2 logic violates the physical logic that A and B cannot be inferred from each other.
4. Heat 2 elevates the "irreversibility", but it is only a kinetic experience.
