I'm going to mix 50 to 300 microns of graphite powder and citric acid powder with deionized water and then put them into a high-energy ball mill for 12 to 36 hours. After doing this, the graphite powder in the turbid liquid is carboxylated? Another problem, grinding the carboxylated graphite powder can be easier to get graphene?
Functionalisation of carbon by ball milling is highly dependent on the atmosphere. You should first read the papers published on this topic. Once you have identified the most relevant experimental conditions, then you can check the result by FTIR for example.

Dear Yuyu Shi,
As Dr/Prof Lin described you need to still exfoliate the graphite in a solvent like DMF or THF using ultrasonic vibration to get the sheets properly separated. You can also look at functionalising the graphene after exfoliating it. I used an oxyfluorination technique in PFH to form extra carboxylic acids, however, you get other fluorine groups on the surface as well.
