Cultivabilty of cells from a marine sample were far higher than expected (3.26% c.f.us out of total cell count). What could be the reasoning?

Samples were taken from the sea shore. The water body in question is the Atlantic ocean. Temperature was 9 degrees celcius and pH 7.97. Cells were enumerated using total cell counts via epifluorescent microscopy. Great plate count anonamaly figure is normally quoted as 0.1%-0.001%. Obviously 3.37% great exceeds that. Is there any reasonable arguing as to why this would be?

The great plate count anomaly for marine bacteria you quote can increase to >1% in eutrophied waters containing more dissolved and particulate organic matter, particularly the latter which favours more culturable attached bacteria
