I agree with Thomas Breuer- more info is required on the sample preparation. Thin films also display preferred orientation (when compared to bulk samples) so if this is a thin film of Cu, it could easily display different relative intensities for the XRD diffraction peaks.

In addition to the previous answers, if your sample is a bulk Cu then the preferred orientation maybe caused by:

1- Plastic deformation process such as rolling.

2- casting with controlled directional cooling.
