You can use hydroponics a supplement it with PEG 6000 for e.g.

I suggest to install a couple of tensiometers at two different depths (i.e, 15 and 30 cm), and maintain the tensiometers readings between 70-100 kPa appliying daily irrigations.

The best way is to use soil moisture sensors. Just calibrate sensors, determine FC and WP in soil. And set your allowable water depletion points via sensors. This way you can set up an experiment including different drought conditions.
