Carbopol is a good (may be best) option for topical gel, with its best result and price. Just make 0.5 to 1.5% W/V gel of Carbopol by simply suspending powder (high speed stirring is required) in P. Water. Make it alkaline for getting best gel consistency. You can use 2-3 drops of Tri-ethenolamne for (50 to 100 ml Gel). Another cheaper option is NaOH, KOH, NaHCO3, etc.

Carbomers are simple ways to make very nice gels; however, you can also make a comparable gel using a higher concentration of some polysaccharide polymers.  I recommend xanthan gum at ~0.5 - 1% as a good starting point.  Carrageenan is also a good gelling polymer and mixtures of these with NaCMC provide nice gels.  These will give you additional options if you are not able to easily obtain Carbomers or have compatibility problems with the Carbomers. 

I agree to Martin Coffey. Besides, you can also try Na-Alginate as well. Sometimes topical gel formulation does not show optimum penetration on skin. In such cases, PEG could be added as a penetration enhancer.
