I am trying to find a way to dissolve and dilute 100mg of Sulpiride for the treatment of mice at a dose of 30mg/kg and a volume of 10ml/kg.

Guessing, from the volume you mentioned, you want to inject it IP, right?
Sulpiride is soluble in acidic solutions (0.1M HCl). Intraperitoneal tolerance for pH is about 4.5 so I suggest you make a solution of the drug then make it isotonic (0.9% NaCl) and check the pH. If the pH is not lower than 4.5 you can inject it. If not, you should adjust the pH a little, hoping the drug does not precipitate.

It seems sulpiride is soluble in acidic solutions, like 0.1M HCl in water.
I guess you want to inject IP. You can prepare an isotonic solution of your drug after dissolving in 0.1M HCl and check the pH. If pH is not lower than 4.5 you can inject directly. If not you should try to rise pH a little trying not to precipitate the drug.
