There are two seminal papers in organizational learning. The first one (March, 1991) introduced the notions of mutual learning, ambidexterity which is none other than balancing between exploration and exploitation capabilities (activities). The second is by Cohen and Levinthal (1989) which introduced the notion of the firm's absorptive capacity in relation to its innovation activities.

In addition to Areti's suggestion I would read any material by Eugene Fama and Michael Jensen with regard to the role of the organization: seminal authors.Also reading with regard to LEAN will help understand effects, (but not so much causes).
Your question is bedeviled by definitions: what is organizational learning? What is meant y organizational agility? One needs to understand what shapes and motivates an organization to act.

Organizational learning process eventually leads to organizational knowledge and the development of core competence which is essential for competitive advantage. But the process of organizational learning will be affected, if the confidence of the employees on the organizational management system evaporate. Organizational knowledge is the outcome of combination of absorptive capacity of the organization and adaptive skill of the employees. The agility provides organization the adaptability and ability to quick decision making, thus increasing organizational absorptive capacity. Value based leadership, communication, transparency will improve organizational learning. This coupled with absorptive capacity of the organization and adaptive skill of the employees will lead to organizational development. I feel the link can be established this way.
