Among many compounds, TPC is one responsible for expressing antioxidant activity. So, for your sample, compounds other than TPC, eg. Oligosaccharides/ flavonoids may perform major role in radical scavenging activities. I have found some references showing correction between TPC and ABTS/ DPPH is around 0.4~0.6. This is dependable on sample type and available components in it.

You can say that the antioxidant activities(DPPH and ABTS) are probably due to other phytochemicals rather than TPC. May be carotinoids and others.
