I recently experienced an issue wherein a student appeared to use a published dissertation/thesis as a "recipe" for their own work, meaning it appeared they used the original as a framework.

The result was that their work included a different independent variable but they used the same dependent variables and core statistical approach.

The original dissertation/thesis was not cited in the work.

The argument that the student's committee made was that the student had not plagiarized any text per se (using electronic plagiarism software to check). That was true. However, the framework, research questions, and data sources were similar enough that they aligned with the other work.
