What is the advantage of using the combination of CMV and T7 promoters in mammalian cells to drive the expression? Origene Rc201776 (https://www.origene.com/drawmapbysku?SKU=RC201776) vector uses both T7 and CMV promorer to drive the expression of Rab7a. Is there any advantage of using the short T7 promotor?

CMV is typically a "stronger" promoter and recruits more transcriptional machinery at a greater rate than T7, it is also eukaryotes. There is a good summary of many different promoters available here:

Does it means that we can use this vector to express human Rab7a in both mammalian and bacterial cells? I am really confused why they used both T7 and CMV promoters in front of the Rab7a sequence.
You would only get expression if the appropriate protein machinery (ribosomes, chaperone proteins, etc) were available, which is not likely in a bacteria. The T7 is useful for in vitro cloning or in vitro transcription, it will be ignored in mammalian cells. Good luck!
