Web Service and Cloud services are not the same but...combining both will have large impact on business. You can access a tool or a software without Internet in web services, but in Cloud your application will be hosted in the Internet where you need a constant network connection. In other scenario, your application in web service will interact with cloud for it computational requirements.
First, "web service" is not about providing "file maintenance for web sites," and it is not about whether or not a service is provided from one host or many.
Specifically, a web service is an API typically providing data for applications to consume. In contrast, a typical "web site" or "web application" is something for end users (humans) to consume. For example, gmail is a web application, whereas the Yahoo Weather API is a web service.
A web service could be deployed on a single physical host, a load-balanced cluster of multiple physical hosts, on a single virtual host, or a load-balanced cluster of virtual hosts. However, just because it is deployed on someone's "cloud infrastructure" (eg multiple virtual hosts) does not make it a "cloud service."
The term "cloud services" is mostly a marketing term that can mean two different things. Either an application/service that provides "cloud features," for example, Dropbox; or, a service that infrastructure providers deliver, typically consisting of virtual machine hosting / app containers and software defined networking, like AWS.

I agree with you. But in some book, it is mention that "cloud service come under web service" i.e., all cloud service are web service but all web service are not cloud service.
Cloud services offers remote resources as a service to users. Cloud services are based on Web services. Examples of Cloud services are IaaS, PaaS and SaaS.
Web services provides functionality and act as an application component over the web which can work without cloud environment. Two wel known web services are SOAP web services and RESTful web services which are defined based on architectural style.
What I understood is cloud service can be SaaS, PaaS, IaaS. Now an web service can surely be offered as a SaaS , max as a PaaS ( Very resource heavy it would be ) , but not as an IaaS. Now the other way round can something apart from web services be a SaaS ? I guess so. Excellent question!
