Chlorine in different concentrations and forms is used as disinfectant against many microorgansims due to its capacity of permeabilize cytoplasmatic cell membranes. Due to the fact that COVID-19 is a virus that has an envelope made out of this kind of membrane because of its nature and replication cycle, chlorine-based disinfectant are capable of inactivate it by damaging such membrane and consequently make the infection of host cells impossible.

and Christian G Meyer. So-called „Miracle Mineral Supplement“ (MMS) and chlorine dioxide, when taken internally, pose a serious health risk. ClO2 is a rather toxic and explosive gas. Thus the use of chlorine dioxide against coronavirus is clearly fake news.
ClO2 is known as a powerful oxidizing agent, and its effectiveness as disinfectant (I mean, for sterilization of surfaces and purification of water) has been proven.
However, there is NO substantial scientific proof of medicinal use, nor selectiveness toward pathogens inside the human body. Contrarily, there are many toxicologic studies in rats and humans related to kidney issues and other side effects. In fact, MMS is forbidden in many European countries and North America.
To sum-up: ClO2 is like any other bleach, it will kill pathogens, but that does not mean that you can drink a bottle of diluted disinfectant.
Until further studies verify its selectivity and effectiveness at the long-term, it can't be considered as a safe treatment.

Is alway a question of amount and concentration. LD50 is 100mg/kg compared with the LD50 of caffeine ( 381 mg/kg ) and the toxicity of the amount used for mouth disinfection in clinical use and for health purposes is comparable with the toxicity of one cup of coffee. The initial question was not only if inhalation of chlorine dioxide helps against virus spreading. The initial question was if Chlorine dioxide can help to avoid virus spreading as gas or solution. And every scientist on the world has to answer the question with Yes. Because chlorine dioxide is worldwide used in official water supplies and nearly every public pool against viruses and bacterias. And if corona is also a virus, chlorine dioxide helps to avoid corona spreading also. But this is only a part of the story. If you check the literature you can find a lot of additional effects and hypothesis worth to discuss. We did not include Covid-19 patients. for Covid-19 patients we are starting a research protocol with ozonetherapy (already approved by the ethics commitee). In my country chlorine dioxide is not approved either, but when it comes to clinical research, we can do it.

However, the literature doesn't seem to support the FDA warning, at least for some doses. On the contrary, based on articles like the following, a virucide effect could be expected.
