Yes you can use scales to test the attitudes and motivation to learn towards learning new technology before you introduce a learning period of new technology and then give the same tests afterwards and compute the difference from before to after in learning a new technology. A good inspiring teacher can change badly motivated people. Before and after design is enough per se.

I think especially related to technology adaptation the self-determination theory is a great theory to draw from. Conceptualizing the relationships between autonomy, relatedness, and competence is critical to understand intrinsic motivation for change.
