Also, do you think DoE is still relevant for optimization or should we simply go for OFAT after conducting trial weld runs?

in my idea, Taguchi method has any benefits to DOE techniques, but may just have benefits for less number of runs, as far as I know.
Go with DoE for optimisation because it can fit high empirical models which is necessary to find out the optimal parameter setting. OFAT is expensive, time consuming and can not provide you with good results especially if your problem is complex.
Also with Taguchi you can estimate new treatments tha you did mot expeerimented.
In line with the question asked above, does Taguchi method have advantage(s) over other DOE methods such as; surface response, factorial design, and Genetic algorithm
Ismaila, Taguchi is very limited method compared to surface response, factorial design, and Genetic algorithm. It can not be used to fit higher empirical models and is not effective design when your response has nonlinear behaviour.
