Greetings! Please offer your thoughts on my general question regarding factor analysis.

If one is purely concerned with demonstrating convergent and discriminant construct validity is the use of confirmatory factor analysis (CFA) really necessary? My reading has shown that EFA is most appropriate when working in an exploratory manner to distinguish factors. Furthermore, CFA is argued to be most appropriate tool when one has theoretical expectations about which items will load on which factors.

However, if you are struggling to achieve discriminant validity in CFA despite how much tinkering you attempt, advice I have read is to "go back to EFA to sort out the problems" (Farrell and Rudd, 2009; Farrell, 2010).

Being a novice, the more I read, the more it seems that EFA is not altogether used in an exploratory manner and that CFA is not used in a purely confirmatory fashion (tinkering is normally necessary).

So in short my question is "Assuming I am only interested in construct validity, is it appropriate to use EFA this even though I am working deductively in terms of what items should load on what factors?"
