I modeled a vehicle routing problem with anylogic and now I need to optimize it using optquest. but I don't know if it gives us the optimal road of the vehicles or we should use something else to have it.

If your model include the quality of the road then yes. For this you could to take into account the dependence of the vehicles speed, the cost, and/or the fuel consume on the quality of the road. So, the probability of being choisedsome routes will depende on it quality. It is valid for any sofware you could use.
