Mercury substitution ortho to appropriately activated benzenes was achieved by using the reagent lithium tetramethylpiperidide (LiTMP)/mercuric chloride. So you can start with chlorobenzene and use lithium tetramethylpiperidide (LiTMP)/mercuric chloride followed by Br2 addition to get to your compound.
