Can two populations with high FST (of 1) be in the same haplogroup?

I am doing population analysis of an insect species using COX1 sequence where two populations are showing FST of 1 but they are being grouped in the same haplogroup in a median-joining network. I performed FST in Arlequin and constructed median-joining network using Network software. What might be the cause of this discrepancy?
