A number of factors are considered, which include the propagation model results for the legitimate signals on a band, and also the desired coverage pattern of that signal.
What the article describes is based on computations, to create the database, not on actual measurements.
Now, as to whether this can be classified under CR, I would say that it's one tool used in implementing CR.
