Hello, I would like to suggest you contact Mr Cecil Choudry of the National Commission for Justice and Peace, it is the body set up by the Catholic Bishops' Conference. It has a very useful archive as well as a historic overview of the government's efforts to counter terrorism. Since the latest attack in Lahore (27 March 2016) was aimed at Christians and they run a good number of schools, they are very likely to have updated information about the government's intentions and their eventual application.
