Original AHP has been well documented, in housing or construction sector, Patrick has applied it for tendering. As mentioned by Halil, in Excel it is very easy to be formulized.

If you are thinking about free programming language and you wish to personalize AHP usage, I think Python can meet your needs. You can also search Python AHP, it has been packed and free to use. Well just few hours to pick up the language, you can quickly customize AHP using in your domain.

I did the AHP implementation with Excel for my master thesis some years ago. It was really easy. If you want to use the eigenvector method to calculate the weights, I can recommend matrix.xla. It is an open source add-in to enable the required matrix calculations (i.e. eigenvalue, eigenvector) in Excel. You should easily find matrix.xla and its tutorials in the web.
