The essence of a survey is to identify the opinions of public health physicians on the current situation in the management of public health and on the vision of reforming the public health management system in countries in transition to the European standards.

What specifically are you interested in? Management is a pretty broad area. Are you looking for an overview of their perceptions/beliefs or are you interested in specific areas of management? Are you looking for close-ended questions or open-ended questions?

I think you should look into an EU. standard that you think you would follow and develop questionnaires according to the standard you choose. Ask physicians if they practice or adhere to those standards, opinions or perceptions if they agree or the fact of existing practice or truth. Test your questionnaires the validity according to statistical methods i.e. EFA and /or CFA. I think that what I would do. Good luck.

As I said above, the specific area of management for such an interview - is the public health surveillance system. As our country is now associated with EU we need to reform our system towards EU standards, so the initial goal is to collect some opinions (through closed-ended questions) about the current situation and about the planned reforming.

Thank you for suggestion. We plan to have about 150 respondents and 30 questions, so do you think that is quite large set of variables for EFA/CFA analysis?
I think you might have problem when you run 150 respondents either via AMOS or LISREL. It depends on your questionnaire reliability as well. If it is high reliability and validity you probably will not have problem when running CFA. But many statistical textbooks stated > 100 would be alright. I cannot tell you. It also depends on how many constructs you set. I hope you would have more than 2 measured variables on one construct. I experienced when I had only 2 measured variables I struck when I run AMOS and it did not show the output. I could not figure out the reason. One statistical textbook said it was quite normal what I had found. I think 30 questions are small. It could be not easy or accurate when running EFA and CFA. When you develop your questionnaire items you should test all of them as a try-out so you can adjust items after you have reliability and validity tests. I learned these when I utilized software program (AMOS). I used it on my just finished dissertation.
