Can somebody tell the procedure of random number generation from the Pareto distribution with unknown scale and shape parameter using R sofware?

I require to generate random numbers from the Pareto distribution with unknown scale and shape parameter using R sofware. I used 'actuar' package of R, however, it requires known scale and shape parameters. Please suggest.
