Can somebody help me to select suitable Ph buffer in electroless cobalt deposition?

Due to problems with using ammonia as Ph buffer, Can somebody help me to select alternative Ph buffer to be used with cobalt chloride CoCl2 and sodium hypophosphite and sodium citrate in alkaline bath?

Did you tested ethylenediamine? However, you will probably need to change the stabilizer(sodium citrate) also.
