Can percent inhibition of emergence of larvae be equivalent to percent susceptibility in mosquito bioassay of insecticides?

I ran a larvicide bioassay and computed % inhibition of emergence (%IE). I wish to use %IE as indicator of insecticide susceptibilty and level of resistance based WHO susceptibility standards.
