Can PCR primers amplify only a small gene of a plasmid?

Can primers be designed in such a way that they only amplify a section/gene of the plasmid and not the entire plasmid? If yes, when a DNA gel is done on the PCR product, will the band be only for the amplified gene and what happens to the rest of the plasmid?
