Can oligonucleotides be labeld with Cy5 on both ends?

If you have an in-house DNA synthesizer, you can order Cy5 CPG to label the 3' end and a Cy5 phosphoramidite to use as your final 'base' (on the 5' end). Alternatively, if the strand is between 15-60 bases long, you can order direct from some companies. We usually use idtDNA for custom orders.
If you are preparing the oligos yourself, LINK offers cyanine-5 modifiers for both the 3' and 5' ends.
