In case of solution polymerization technique, is it necessary for the initiator to be soluble in solvent, such as AIBN in ethanol, or can non-soluble initiators can be used, such as AIBN in water ?
I would suggest using water soluble initiators, either water soluble azo compounds (AZPH or AZIM) or other salts like potassium persulphate.

it is difficult to generalize but for example in surface initiated polymerization and also for supported initiators the system is under heterogeneous conditions. May be you are thinking on the solubility at ambient temperature; The AIBN is soluble under the polymerization conditions in which the temperature is higher than 60°C for its activation or decomposition: In fact while recrystallization of AIBN (in a non-solvant), it is solubilized at elevated temerature. Hello dear, it depend on the polymerization type, because in the case of the miniemulsion polymerization sometimes is prefered initiaators which have a low solubility in water, but in the case of the emulsion polymerization the initiators used are mainly solubles in water.
You can also dissolve your initiator in phase and use a phase transfer reagent. There are so many examples in literature
