Just Yesterday, I submitted an article in the International Journal of Advanced Science and Technology(ISSN: I mistakenly sent some other file instead of the original file. The file I sent wasn't in format, the journal asked me to send. I mailed the chief editor to delete my submission (The review process hasn't started yet. I just submitted yesterday).

Moreover, I found out today that the journal cheats by stating in their home page that they are Scopus indexed, while Scopus kicked them out before 2 months. So I sent a mail to the chief editor asking to withdraw my article so that I can publish it in another journal. I haven't signed in any copyright form yet that the journal required. Moreover, in the journal it was mentioned, paper can be withdrawn before Typesetting.

My question is can the journal still go on to publish the article without my approval and copyright form? Can I submit my article in another journal?
