Just Yesterday, I submitted an article in the International Journal of Advanced Science and Technology(ISSN: I mistakenly sent some other file instead of the original file. The file I sent wasn't in format, the journal asked me to send. I mailed the chief editor to delete my submission (The review process hasn't started yet. I just submitted yesterday).
Moreover, I found out today that the journal cheats by stating in their home page that they are Scopus indexed, while Scopus kicked them out before 2 months. So I sent a mail to the chief editor asking to withdraw my article so that I can publish it in another journal. I haven't signed in any copyright form yet that the journal required. Moreover, in the journal it was mentioned, paper can be withdrawn before Typesetting.
My question is can the journal still go on to publish the article without my approval and copyright form? Can I submit my article in another journal?

I am afraid the matter is even more complicated. You stumbled on a ‘publisher’ named “Science and Engineering Research Support Society” (SERSC) that hijacked the journal “International Journal of Advanced Science and Technology” from NADIA, a publisher located in Australia.
The real journal with a legit Scopus journal was/is:

they are the real owner of ISSN: 2005-4238
https://portal.issn.org/resource/ISSN/2005-4238
with location:
PO Box 5075, Sandy Bay, Tasmania 7005 Australia
The other ‘publisher’ use as location:
PO Box 5014, Sandy Bay TAS 7005, Australia
It seems to me that NADIA (used to) publish the original subscription-based journal (it looks to me that after two years they make the papers fully accessible). At some point the scam started with the people behind the fake society SERSC.

So definitely a reason to withdraw (and save it as proof), if you indeed have not signed a copyright form etc. then I presume that you can consider it as a done deal and submit your manuscript to a sincere and legit journal.

PS. It is even worse…the “Science and Engineering Research Support soCiety” seems to be a legit organization from South Korea:

is not. So it looks like a double hijack operation were the scammer stole the identity of a society (with little or no internet activity) and in name of this society ‘publish’ journals that belong to subscription-based journals from another publisher and use the obtained indexing from the original owners as a decoy.

Publisher of Journal will publish if you send a letter of cancellation or withdrawal to him.
You should send a letter of cancellation to the Journal updating them that you are not more interested on the publication.
If it is not a predatory they should be able to not proceed. Predatory journals sometimes act ignore such request they got want they wanted from you.

This is a red flag that you are dealing with a potential predatory journal, but not enough. However there are more red flags (besides the one you mentioned: being not honest about the indexing in Scopus):
-No information about the fee
-Contact information is vague
Indeed (see attached file) the journal you mentioned (and another title of this publisher) is discontinued because of ‘publication concerns’.
So yes I think it would be a good thing to withdraw. Perhaps it helps if you state that you not only send hereby an official letter of withdrawal but also that you of course will not pay any fee no matter what they decide.
I am afraid that you will have to wait till this matter is somehow solved before you can submit your manuscript to another journal.

Rob Keller Thanks for the detailed explanation sir. Yes, I have not signed any copyright form with them. Yesterday I got a mail from them saying that they cannot open my file and asked to resend. I replied to them that I am not interested in them anymore and they should withdraw my article since I have not signed copyright form and the review process had not started yet. I am yet to hear from them.
