I am trying to clean a hamilton syringe and I should not be organic solvents. So, can isopropyl alcohol (70%) be still used.
It contains carbon so is organic.
That warning refers to lipophilic solvents capable of dissolving plastics and polymers
To add to Dr. Roque's answer, "and isopropanol is not capable of dissolving plastics". It should not cause you any problems.

Is it a glass syringe? A syringe is a consumable. If you cannot clean it, you must throw it out anyway, so you might as well try whatever solvent you think may clean the contamination. Good luck! 70-100% IPA sounds reasonable.
