I want to quickly publish a data-report .Because there is a lot of data and it will take time to create the original article. But my main goal is to use that data-set in the original article. Is it a problem to publish the same data set as both a report (before) and an original article (later)? thank you so much for your help in advance.
I do not see the problem in using the same data set in several publications, as far as these works are different enough to be published separately...
Yes, I agree with Antonio M. Oller-Marcén and you can chose different angles when writing the journal article.

I don't think there is anything wrong publishing the data set as long as conveys meaningful information to the research community. Using same data set later in your original article is still not a bad one.
People often publish their data on GitHub, Arxiv, OSF, ResearchGate, etc., before publishing, often while their main report is under review. Some journals require (or strongly encourage) the data to be published on sites like these. Many journals will also allow you to publish the data as supplementary material to the paper.
