I see no reason why you should not publish your review. you have to cite that review,and in the mean time you have to put more emphasis on aspects which the previous review did not. also you must choose other journal for your publication

The main point is related to the new and up to date information and aspects that will be covered in your review paper that are not mentioned in the previous review. Time and species are not a matter, it is the content which justify another review on the same subject or not.
