Can I clone pre-miRNA into Psuper gfp neo vector (non viral) for overexpression of miRNA of my interest?

I have gone through the literature where the majority of publications have used retro/lenti/adeno viral based expression of miRNA. But I am constrained to use viral vectors in laboratory. Can anyone suggest alternative methods to overexpress miRNA of interest using non viral vectors like pSUPER neo GFP, which were exclusively used for RNAi?
