In other words, can I simply order Taqman qRT-PCR primer without probe from published paper and conduct SYBR Green qRT-PCR using this primer set from Taqman?

sure, but consider 2 important matters. first, your primers must does not form self- and hetero-dimer, and second, the amplicon length should be in range 60-120 bps for applying in Sybr Green dye qPCR.

@Steve: Hi, thats true for all PCR but the rules is not critical for Taqman system than SYBR Green
