Because they are the first choice of pathogen to live inside.
intracellular survival of a pathogen is a method of immune evasion by living inside phagocytic cell instead to be desroyed by them.
this is completely different from cells that invade to induce pathology
Monocyte cell monolayers are easy to obtain, maintain and protocolized. They are the model for intracellular pathogens. However urothelial cell lines will be superior for UPEC but maintenance of the cell layer is difficult.
