Not sure, if your procedure includes the vernaliztion step.
Seeds are kept in water or on agar in the fridge or cold room for 1-2 days in order to break dormancy. You then proceed with sowing on soil or growing in a phytochamber as you already did.
If the seed is very old, it may not germinate properly. If you are still having problems after trying the two solutions below, I'd say that's your problem.
Otherwise, as others have suggested, it's best to stratify the seeds by placing them in water or on agar plates for 3-4 days at 4oC in the dark.
Also, if growing on soil, it is best to make sure the doesn't dry out or the seeds will not germinate happily. To maintain humidity, try covering the soil with some cling wrap.
