Can anyone suggest me how to analise effective medium theory in angula domain ?

I know how to extract the effective medium parameters of an electromagnetic metamaterial absorber for normal incidence by Nicolson-Ross-Weir technique. But, how can I extend this to angular domain? It would be better if anyone can suggest me book or reference materials.
