I'm afraid you are asking for something impossible. JCR-listed journals either have APC, take quite some time to publish or both.
However, I'm in the same domain as yours, so I'll keep an eye to this question and see if someone can share any interesting journal meeting your criteria.
Sritha Zith Dey Babu , what is your field? As Luis said, it depends. Most Journals may take 1-6 months or more to publish your paper. It also depends on the quality of your paper!!

@Sritha I am not in that field but I you are from a low income country, several journals offer a 100% waiver. Check for instance at Hindawi publisher ( I got a waiver). There are some journals in your field. However, Article processing may take up to 6months.
