For most eubacterial Halophiles, they should break open by osmotic pressure if you suspend them in distilled water.

Otherwise you can use the failsafe good old. Phenol Chloroform isoamyl with samples pretreated with Proteinase K.

It might be a good idea to use CTAB as well, as such strains usually have a lot of polysccharides that interfere with PCR.

Published universal primers for 16S usually can recover most halophiles though Archaea might present a problem.
