Maybe the chapther "Culture in Urban and Regional Development" in V.A. Ginsburg and D. Throsby (eds), Handbook of the Economics of Art and Culture, Amsterdam, Elsevier, 2006 could also be a useful reference. I wonder if also chapter 28 "Cultural Heritage: Economic Analysis and Public Policy" in the same Handbook may be useful.
This is just a mere suggestion. Try to figure out whether these places have any sort of celebrity endorsements. The logic behind this is that generally when we consider brand personality we general associate human traits with the brand. Personality can be most effectively translated through celebrity endorsements ... at least traits become much more pronounced and gets registered in the minds of the commoners. The idea is nascent but you may think in this angle (I am actually unaware of your research objectives and other details). Wish you good luck. Cheers!

I've just realized that the URL to Christopher Law's book I referred to in my past post does no longer work. However the reference is Christopher M. Law, Urban tourism: the visitor economy and the growth of large cities, Continuum, 2002. By the same author there is also: Christopher M. Law, Tourism in Major Cities, Routledge, 1996. I hope it still helps.
Though I am not a researcher in this area, as a layman I would like to state:
a)From tourism point of view, it is necessary to understand the personality of a city. India is a country of great heritage and history. Most of the cities which are tourist places in India have their own identity and personality. For example, AGRA, GWALIOR etc.
b) Some may be laid back cities some may be very vibrant, or some may be just trying to grapple the migration from history to present !
c)As Soma has rightly said, if there are some brand personalities associated with the city, it is better to see through the city through their lenses !
d) My guess is that there must be some taxonomy available classifying the cities as personalities !
